King Mohammed VI deliver a speech on the occasion of the Throne Day

Marrakech  -  King Mohammed VI chaired, on Monday at the Marrakech royal palace, a council of ministers.

The council of ministers examined and adopted an organic draft law, two drafts of bill and decree and a number of international agreements, the statement said, adding that HM the King also appointed some officials for public service high positions.

 The council adopted the organic appropriation draft bill as provided in article 75 of the constitution. The draft bill seeks to adjust the organic law in force with the new constitutional provisions, mainly concerning strengthening the performance of public management, reinforcing financial principles regarding financial balance and setting up rules to enhance the transparency of public finances, in addition to fostering parliamentary supervision over public finances.

sm_le_roi_preside_un_conseil_des_ministres_-_marrakech_-_m The council also approved a draft law modifying and completing the law on the post office and telecommunications service to adjust it to the evolutions of technologies and the market. It seeks to strengthen the framework applicable to the sharing of infrastructure between telecommunication operators so as to encourage the offer by competitive services, monitor relations between the operators and subscribers, set the obligations of the said operators and clarify the attributions of the National Agency for Telecommunication Regulation in relation with organizing the sector and maintaining a healthy and loyal competition between the different operators.

 The council also adopted a decree draft modifying and completing the decree related to granting some indemnities to the staff of the Auxiliary Forces. In implementation of the royal instructions, the bill concerns the amelioration of the financial situation of the staff of the Auxiliary Forces, including the establishment of a qualification bonus for people holding diplomas, like the staff of the Royal Armed Forces (FAR).

 As part of Morocco's international commitments, its adherence to international treaties and the reinforcement of its presence in the different international bodies, the council of ministers adopted eight international agreements supported by draft bills. They are three multilateral international agreements related to sea fisheries with the EU, to investment of Arab capitals and to the protection of individuals against automated processing of personal data. The five bilateral agreements touch on air services and cooperation in the economic, scientific, cultural and legal fields.

  Pursuant to provisions of article 49 of the constitution, and on the proposal of the head of government, the King appointed Mohamed Salah Tamek to the position of delegate general of the Penitentiary and Reintegration Administration.

 On the proposal of the head of government and at the initiative of the minister of equipment and transport, the King appointed also:

 - Zouhair Mohamed El Oufir, Director General of the National Office of Airports,

- Fouad Brini, Chairman of the Supervisory Board of the Tangier-Med Special Agency,

- Anwar Benazzouz, Director General of Morocco's National Motorway Company.

 In the same context, on the proposal of the Head of Government, and at the initiative of the Minister of Interior, His Majesty the King has appointed a number of Walis and Governors, including women and young executives, to the territorial Administration in the different regions, provinces and prefectures of the Kingdom, as well as the headquarters of the Interior ministry.
