Meanwhile, the permanent members of UN Security Council, the US, Britain, France, Russia and China, have opposing stances over the Syrian issue, preventing the council's mobility. Britain presented a draft resolution about Syria on Wednesday to five permanent members, but Russia and China objected to this draft which includes "Britain's condemnation of the Assad regime's use of chemical weapons and the necessary measures to be taken to protect civilians under the seventh section of the UN charter."
Russia advocates that it is too early to mention a resolution draft at the Security Council, while a UN team is still carrying out investigations in Syria.
The draft has been sent to the capitals of the five member countries, said officials, but it is not certain whether the draft will be voted on. If it is opened for voting, at least 9 of the 15 countries should vote 'Yes' and none of the permanent members should veto it.
Russia and China have previously vetoed three drafts on Syria.
UN Secretary General Ban Ki-moon said in the Netherlands that the UN committee needed four more days to complete their duty in Damascus, requesting more time for diplomacy.
On the other hand, the British government will hold a ballot next week on obtaining authorization for military intervention in Syria due to opposing opinions in the parliamentary. The House of Commons, the sub-wing of the British parliament, will discuss the military intervention on Thursdayand have a ballot, but not the one which approves the intervention. The actual ballot is planned to be conducted after the release of the UN's investigation report.
French government spokesperson Najat Vallaud-Belkacem, however, said that a potential military intervention in Syria not only punishes the Damascus regime, but will also solve the crisis in the country. Stating that France, Britain and US were determined to protect Syrian people for the sake of humanity, Vallaud-Belkacem also said that the international community should give the necessary answer to the Damascus government.
Russian Deputy Foreign Minister Gennadiy Gatilov said that statements over a military intervention in Syria entailed a challenge to the UN's main legislations and international judical norms. Gatilov met with UN Secretary General Ban Ki-moon and underlined that diplomatic channels should now be applied in Syria and that the UN's mission should be supported in order to quickly be presented to the UN Security Council.
